Harsha Vardhana Singh

Harsha Vardhana Singh is a Senior Research Affiliate at BASC and the Chairman of IKDHVAJ Advisers LLP, a consulting firm working on trade policy, industrial policy and regulatory issues. He has over three decades of policy expertise. He is currently a Senior Fellow at the Fletcher School Council on Emerging Market Enterprises, a member of the Advisory Board of UNCTAD’s Transnational Corporations Journal, and member of the International Trade Policy Council of with the Confederation of Indian Industries. Dr. Singh previously worked at the GATT/WTO for 20 years, served as the Secretary Telecom Regulatory Authority of India, the Executive Director of Brookings India, was the Chair of GATT/WTO Dispute Settlement Panels, a Senior Fellow at think tanks in Switzerland and Canada, and taught at universities in the US and China.

As WTO Deputy Director General, he held direct responsibility for Trade in Services, Trade in Agriculture, Sanitary and Phytosanitary Measures, Trade and Environment, Technical Barriers to Trade, and served as Chairman of the Groups on E-Commerce Program and the Cotton Development Agenda. As Economic Advisor and Secretary of the Telecom Regulatory Authority of India, he was part of a small group of officials that conceptualized and implemented a number of telecommunications sector policy reforms, resulting in large sectoral growth. He has also been member of High-Level Expert Groups within India and abroad that address trade policy, industrial policy, competition law, and regulatory policy, including Bertelsmann Stiftung’s High-Level Board of Experts on the Future of Trade Governance, and expert Bodies established by the Government of India such as the High-Level Advisory Group on International Trade, and the Competition Law Review Committee to revise the Competition Act. Dr. Singh holds a Ph.D. in Economics from the University of Oxford in 1979, where he studied as a Rhodes Scholar.
