International debt rescheduling is a strategic game in which the stakes are the wealth and power of banks and nations. Yet, there is little research on debt negotiations that systematically combines economic and political variables. The domestic political economy of adjustment has received far more attention than the international political economy of debt rescheduling. This paper uses a model based on economic and political factors to examine Peruvian debt rescheduling in the 1980s.
